Parking Across driveway, blocking line of sight of traffic

This car is parking across driveway and on multiple occasions blocks my driveway and I have to gutter jump to get in. It is also blocking my view uphill and had multiple near misses. Requested the neighbour on multiple occasions to not block. Is this legal?
