Vehicle parked on footpath for third night and day

Again, this decrepit-looking van with washing hanging out is parked blocking the footpath. The inside looks as though people are living in it. It probably is unregistered as it has a blown muffler which should fail a rego check? Kindly move the itinerant owners onto a camping ground with facilities.
