Lack of rain water drainage

Lack of rainwater drainage from the hill and roadways causing flash flooding during rain events.
Council have advised this is 'not a priority' and they are unable to fund kerbs on the road, which would fix the problem (approx 500m of kerb on one side of the road).
I definitely pay enough in rates to get some kerbs and I doubt they even care enough to leave the office to find out how bad the problem is.
