Garden and footpaths maintanence

The footpath verge has not been maintained/mowed in the last 9 months that I have resided in this area. I have had to do this myself and I believe this is not my responsibility. I am also not satisfied with the state of the median strip garden that is in my street. It has not been looked after, and the picket post and ropes that were put up when the estate was first established have still not been removed. They create a reversing hazard from the residences driveways.
