Water flowing down Little Charles St Abbotsford

Since about October 2016, water has been constantly flowing down Little Charles St, between Victoria and Langridge Sts. It causes a considerable puddle at the Langridge St end. Doesn't appear to be adversely impacting anyone but certainly is a great waste of water.
